Jim Kelley is the Vice President of Operations for BVU OptiNet, the communications division of Bristol Virginia Utilities that offers voice, video and data services. Jim joined BVU in 1993 as Supervisor of the Engineering Department. In 1999 he took on the role of managing the utilities’ new telecommunications division.

His current responsibilities include management of the expansion, operation and maintenance of the OptiNet network that includes a carrier-grade Metropolitan Area Network with separate commercial and residential access networks.

Jim received a B.S. degree in Biology from Virginia Commonwealth University, a B.S. degree in Engineering Technology, and a Masters degree in Business Administration. He and his wife, Marilyn, have two adult children and three grandchildren.
